One of the most powerful affirmative action provisions in Karnataka’s entrance examinations is the Article 371(J) reservation for candidates from the Kalyana Karnataka (formerly Hyderabad-Karnataka) region.

Eligible candidates gain access not only to a massive 70% reservation in colleges within their home region, but also an exclusive 8% statewide quota across every premier government, aided, and private engineering/medical college across the rest of Karnataka — including Bangalore giants like RVCE, BMSCE, and MSRIT.

1. What is Article 371(J)?

Enacted via the 98th Constitutional Amendment Act, Article 371(J) of the Constitution of India provides special provisions and statutory reservations in public employment and state education for residents of backward districts in Karnataka’s northeastern belt.

In 2019, the Karnataka Government officially renamed the region from “Hyderabad-Karnataka” to “Kalyana Karnataka”.

2. How the Dual Reservation Quota Works

1. 70% Regional Quota

In every professional college (Engineering, Medical, Dental, Pharmacy, Architecture, Nursing) located inside the 7 Kalyana Karnataka districts, 70% of government-quota seats are reserved exclusively for local candidates of the region.

2. 8% Statewide Quota

In every state educational institution and university located in the rest of Karnataka (outside the 7 districts), 8% of seats are reserved for Kalyana Karnataka candidates.

4. Who Qualifies as a “Local Person”?

To claim Article 371(J) reservation under the Karnataka Public Employment (Reservation in Appointment for Hyderabad-Karnataka Region) Order, 2013, you must meet one of the following conditions:

  1. Study Criterion (Direct): You have studied in an educational institution in the Kalyana Karnataka region for not less than 10 consecutive academic years from 1st standard to 12th standard / 2nd PUC.
  2. Parental Domicile Criterion: If you studied outside the region, you can still qualify if either of your parents:
    • Was born in the Kalyana Karnataka region; OR
    • Has resided in the region for not less than 10 consecutive years; OR
    • Is employed in the State / Central Government or a local authority in the region.

Crucial Verification Warning:

During online KCET application, you must input your 15-digit RD / Annexure-A certificate number. When you download your KEA Verification Slip, check that “Clause 371(J) Eligible: YES” is explicitly printed. If it reads “NO”, you will NOT be eligible for the 70% or 8% reserved seats during round 1 option entry.

6. Strategic Advice for Option Entry

  1. Do Not Limit Yourself to Local Colleges: Many candidates from Bidar or Kalaburagi mistakenly fill only local district colleges. Remember: 8% of seats in every Bangalore college are reserved for you. Always include RVCE, BMSCE, MSRIT, and UVCE at the top of your choice list!
  2. Combine with SNQ: If your family income is under ₹8 Lakhs, you can combine 371(J) category status with the Supernumerary Quota (SNQ), giving you both a massive cutoff buffer and 100% tuition waiver.
  3. Verify Category Tagging: During mock allotment, confirm that your allotted seat displays the -K suffix (e.g., GM-K, 2A-K, 3B-K).
